The letter highlights several alarming incidents, including:
The tragic death of three students due to flooding at an IAS training academy in Old Rajendra Nagar on July 28, 2024.
A fire incident at a UPSC coaching center in Mukherjee Nagar on June 15, 2023, which resulted in injuries to 61 individuals.
Advocate Singh argues that these incidents reveal widespread non-compliance with multiple statutory provisions, including but not limited to:
Sections 331, 332, and 333 of the Delhi Municipal Corporation Act, 1957
Sections 25 and 26 of the Delhi Fire Service Act, 2007
Part 4 of the National Building Code of India
Rule 35 of the Delhi Fire Service Rules, 2010
The letter also cites violations of landmark Supreme Court judgments, such as:

Avinash Mehrotra vs. Union of India & Ors (2009)
In his plea, Advocate Singh seeks the following reliefs:
Issuance of directions for comprehensive safety audits of all coaching centers in Delhi.
Strict enforcement of MCD bylaws, fire safety norms, and building regulations.
Formation of a special task force to conduct surprise inspections.
Mandatory registration and licensing of coaching centers, with safety compliance as a prerequisite.
Consideration of suo-moto action against non-compliant authorities.
Development of a comprehensive policy for regulating coaching centers.
Advocate Singh emphasizes that these measures are essential to protect the fundamental rights of students under Articles 21 and 21A of the Constitution of India.
